Victoria rules at a glance
The rules VIC inspectors work with most, checked against official sources in October 2026.
Building code
Victoria adopted NCC 2025 on 1 May 2026 for projects that start design after that date. Projects already under way can continue under the standards in place when work began.
Building Act 1993; Building and Plumbing Commission
Inspector registration
The Building and Plumbing Commission (BPC) registers building inspectors in Unlimited, Limited and Pool safety classes. Its pages describe inspecting building work for the relevant building surveyor and don’t mention pre-purchase inspections.
Building Act 1993
Pest control
Using pesticides in a pest control business needs a licence from the Department of Health.
Public Health and Wellbeing Act 2008
Vendor statement
The vendor gives the buyer a signed section 32 statement before the contract is signed. If it is missing or incorrect, the buyer may be able to withdraw.
Sale of Land Act 1962, ss 32 and 33
Cooling-off
Three clear business days for private sales. A buyer who withdraws forfeits the greater of $100 or 0.2% of the price. It doesn’t apply at a public auction or within three clear business days either side of one.
Sale of Land Act 1962
Owner-builders
An owner-builder selling within 6 years of finishing must give the buyer a defects inspection report from a prescribed practitioner, no more than six months old.
Building Act 1993, s 137B
Standards and tolerances
The BPC Guide to Standards and Tolerances 2026 applies to contracts entered into, or work started, from 1 August 2026, and helps decide whether work is defective.
BPC guidance, not legislation; Domestic Building Contracts Act 1995, s 8
Smoke alarms
AS 3786 alarms on every storey and between the bedrooms and the rest of the home. Homes built after 1 August 1997 need 240-volt mains alarms with battery back-up.
Building Regulations 2018
Pools
Private pools and spas must be registered with the council. Owners lodge a certificate of barrier compliance within 30 days of its issue, then a new one every four years.
Building Regulations 2018, Part 9A

The BPC (1300 067 088) handles complaints about building and plumbing work. Consumer Affairs Victoria (1300 55 81 81) handles consumer complaints.
